The puzzle is the picture
Arrow Art levels aren't a background image with a puzzle on top. The arrows you tap are the artwork — a heart, a butterfly, a penguin, forty of them — and the silhouette only resolves once you look at the whole board at once.
Clear one and it lands in your album, where the ones you haven't met yet sit as question marks. It is a very hard album to leave half-empty.
